Czech standardization society was found in 1922. Since 2002 the National normalization body (CNI till 2009 and its successor ÚNMZ) has been awarding the Vladimír List prize and the certificate of merit for lifetime contribution to standardization. The milestone in the history of Czech standardization for CNI was the membership in CEN and CENELEC in 1997. The project “Implementation of European standards for roads” (1994 - 2007) enabled competent transition of hundreds of European standards. Symbolic awarding with a medals to tens of Czech version standards developers was held on 29th November 2005 at the conference Asphalt pavements for CEN/TC 227 Road building materials standards, on 17th October 2006 at the Road conference for CEN/TC 226 Road equipment standards and on 26th November 2009 for CEN/TC 278 a ISO/TC 204 standards.
Since 2000 The home of abandoned children (HAC) in the town Volyne has been holding nationwide finals of the competition Miss of homes of abandoned children. Girls from the age of 14 to 18 compete in various disciplines as real Miss does in a real competition. The WORD OF ORGANIZER introduces the idea and mission of the competition. The WORD OF SPONZORS illustrates the willingness to participate by its own contribution and help to organize the event. Devoted organizers and sponsors of the competition are awarded by a diploma and presented in the gallery of “MISS PARENTS”. The company SILMOS ltd. has been one of the sponsors since 2002. Since 2007 a new sponsor, fashion studio Nová róba (Brno), provides the winners with evening dresses and so Silmos has been inviting the winners to Brno to spend a couple of days with and to provide the winners with the possibility to try the dresses on. Since 2010 a new tradition has been born for all the finalists – MISS ON THE ROAD.
Technical standardization committee TNK 136 Road transport and traffic telematics has been working since 1995 as a working group and later a subcommittee of TNK 51. The committee was officially found in 2003. The scope of its work is based on the work of CEN/TC 278 and ISO/TC 204. The members of the committee are entitled within the STRUCTURE OF COMMITTEE as convenors (national delegates, experts) for working groups (WG) of relevant technical committees of CEN and ISO. The WORK OF COMMITTEE is organized in the regime of regular meetings, four times a year, and through many documents – year-end reports, minutes of the meetings, N-documents, CEN and ISO working groups meeting reports etc. The results of the work, except separate projects, are STANDARDS. They are implemented in Czech translation or as a transition of original text with comments on the basis of NATIONAL PLAN FOR STANDARDS IMPLEMENTATION.
The project S 316-520-2008 National plan for implementation of standards form the sector of ITS to praxis “STANDARD” (Ministry of Transport – TNK 136, 2008-2009) represents a knowledge system of information about ITS standards. 140 European and international normative documents, in vast majority not translated, within a volume of 10 000 pages in English have been transformed to the form of 4 to 5 page extracts in Czech language. The system enables the user to look up selected extract of standards according to some criteria in five different ways – criteria of working group (WG), thematic criteria, criteria of structurally classified categories, criteria of key words and fultext search. The extracts are compiled within so called User guidebook of 700 pages that represents the comprised information about treated ITS standards.
Intelligent transport systems (ITS) are a fast developing sector because it connects three strong and perspective sectors – information and telecommunication technologies and transport. The sector has been booming recently also thanks to massive support of European Union. INFO-N (information about normalization) offers a survey of documents, mostly translated into Czech that determines the development of ITS in Europe, under heading EU LEGISLATION.
EU legislation consists of ITS DIRECTIVE (2010/40/ES) that represents a framework support for ITS installations in unified, interoperable way within whole Europe. OTHER EU DIRECTIVES contains information or full version of other relevant directives or EU legislative documents. To fulfil the requirements of a directive European Commission should issue a EC MANDATE to European Standardization organizations (ESOs = CEN, CENELEC, ETSI). EU legislation strongly influences STRATEGY IN STANDARDIZATION. European standardization organizations do not produce just normative documents, but also strategic and organizational documents, for GENERAL STANDARDIZATION CEN/ISO or particularly for the sector of information and telecommunication technologies (ICT STANDARDIZATION), or specifically for ITS STANDARDIZATION.
ITS standards are developed mainly by relevant CEN and ISO technical committees, but recently also in ETSI. STRUCTURE OF CEN/TC 278 describes activities of its working groups (WG 1 to WG 16). WORK OF CEN/TC 278 is documented by minutes of the meetings and N-documents. The list of work items is available in CEN/TC 278 STANDARDS. In a similar way the work of ISO/TC 204 Inteligent Transport Systems is presented in STRUCTURE OF ISO/TC 204 and its working groups (WG 1 to WG 18), in WORK OF ISO/TC 204 and ISO/TC 204 STANDARDS.
Due to close relationship to ETSI some basic information are given, including its STRUCTURE and STANDARDS that have direct impact on ITS sector. In ETSI, a special committee for ITS has been established – ETSI/TC ITS. The committee develops standards for testing of ITS equipment and systems and standards for lower layers of OSI communication stack. The structure of the description is the same as for CEN and ISO committees.
There are other particular ITS issues that are solved in other committees – ISO TC 122 for radiofrequency identification (RFID) and ISO TC 22 SC 13 for human-machine interface (HMI).
Czech-English dictionary of terms, definitions and abbreviations form CEN/TC 278 and ISO/TC 204 standards represents the base for unified translation of standards and Czech terminology establishment for Intelligent transport systems (ITS). The work was done in the form of Task projects for ČNI, ÚNMZ respectively. The Task project RU/0722/04 Dictionary of Road transport and traffic terminology (ITS DICTIONARY I) was made by the members of TNK 136 from CEN/TC 278 standards (92 standards or their drafts) and contained 1 772 terms and definitions. In 2006 it was revised and complemented with Nordic Road association (NRA) terminology and published as a book by Czech and Slovak Intelligent Transport Systems and Services (ITSaS). Since 2007 ISO/TC 204 has been monitored and in 2009 there were so many more standards that the second Task project RU/0801/09 was supported as Dictionary of Road transport and traffic terminology II (ITS DICTIONARY II). It contains 1 517 terms and definition form 108 only-new standards. The dictionaries are to be compiled. Basic information about the terminology is provided in INTRODUCTION.
Technical standardization committee TNK 51 Roads worked between 1993 and 2008. The scope covered the work of CEN/TC 227 Road building materials and CEN/TC 226 Road equipment and till the foundation of separate TNK 136 also the work of CEN/TC 278 Road transport and traffic telematics. The committee´s scope was much wider then to follow the work of the CEN committees as it concerned with roads. So TNK 51 also covered the work of CEN/TC 254 Flexible sheets for waterproofing, CEN/TC 167 Structural bearings, CEN/TC 179 Paving units and kerbs and CEN/TC 229 Precast concrete products, CEN/TC 288/WG 9 Improved soils and CEN/TC 154/SC 3 Aggregate for road construction. The work was supported by the Ministry of Transport in the project “Implementation of European standards for roads (1994 - 2007)” by not more than 5 million Czech crowns (200 000 Euro/year in max). This support enabled the work of tens of national delegates responsible for commenting relevant standards and then its implementation in Czech standards framework including a set of supportive methodologies, connection of research with standardization, certification a legislation.
To be completed.
Parameters of technical standards can be influenced in the form of lobbing strains as it happened by implementation of European standards for road construction of CEN/TC 227 Road building materials, within its WG 4 for UNBOUND MIXTURES and for HYDRAULICALLY BOUND MIXTURES, and also within WG 1 Bituminous mixtures. Despite of technically proved and verified parameters of tests in the frame of project ISPROFOND n. 5006210044 and equivalently transformed categories in the frame of TASK ANALYSIS project RU/0825/06 the original parameters of national standards ČSN has been downgraded when implementing the European standards. National annexes of the standards on aggregate have been deleted despite the fact they had been created on the basis of objective comparative tests, the downgrade of the quality of the materials and road construction layers has been legalized with the memento: STOP TO WRONG STANDARDS.
